How to Hire Staff Employees

 

  1. Get management approval to fill vacant or new positions 
  2. Verify that you have a vacant allocation to fill a state funded position
  3. Work with your Recruiting Specialist to develop a recruiting plan.  Identify timelines and goal for completion.  (Goal: posting to employee start date = less than 50 days)
  4. Review Hiring Manager site for resources and forms
  5. Create/Edit job description in PeopleAdmin.  See user guide for details.  
  6. Work with Management and the Recruiting Specialist to identify appropriate salary budget
  7. Work with the Recruiting Specialist to identify possible placement (affirmative action) goals and targeted advertising sources
  8. Route the job description/job posting for online approvals
  9. With your Recruiting Specialist, identify and use additional advertising sources
  10. Use the Screening Grid provided by your Recruiting Specialist to screen applicants
  11. Discuss screening results with your Recruiting Specialist
  12. Positions with placement (affirmative action) goals must receive Human Resources and/or Senior Management approval before candidates are contacted for interviews
  13. Develop interview questions based on job requirements and skill requirements.  Sample interview questions are provided online.
  14. Prior to interviews, the Recruiting Specialist will meet with the Interview panel to offer training and/or answer questions (this is optional).  Contact your Recruiting Specialist to schedule.
  15. If appropriate, use phone interview to narrow down the list of top candidates.
  16. Conduct interviews
  17. Reference check top candidates.  Guidelines are provided online.
  18. Evaluate all information and choose the person that is the best fit for your job.
  19. Create draft Hiring Proposal in PeopleAdmin for top candidate.  Route for review/approval
  20. Work with Management and your Recruiting Specialist to get approval for the salary and job offer prior to contacting the selected candidate
  21. Make offer.
  22. Negotiate if needed - Discuss with Management and the Recruiting Specialist prior to any follow-up offer.
  23. Finalize Hiring Proposal and approvals in PeopleAdmin
  24. Complete the appropriate offer letter. Templates are provided online.
  25. Arrange for criminal conviction check/driver check/medical check if required.  Forms are online.  Must receive results prior to start date.
  26. Send signed application and signed offer letter to the Recruiting Specialist prior to employee start date.
  27. Human Resources will schedule the new employee for orientation once required paperwork is received.
  28. Prepare training materials, work area, etc for new employee
  29. Complete hiring paperwork and return to Human Resources (required documents).
  30. Complete data entry in PeopleAdmin to update applicant and posting status
  31. Develop performance plan
  32. Review job description and performance plan with new employee.
