Health Insurance Open Enrollment

Open Enrollment for health care and flexible spending accounts (FSAs) has closed and changes will take effect on July 1, 2014.

Open Enrollment for health care and flexible spending accounts (FSAs) was May 1 – 23, 2014 for changes that take effect on July 1, 2014. During Open Enrollment, Virginia Tech employees who are eligible for benefits are given the opportunity to enroll in a health plan and/or a flexible spending account, change health plans, add or remove dependents, or waive state health coverage with an effective date of July 1, 2014.

New Rates and Plan Changes

The state Department of Human Resource Management mailed copies of the “Spotlight on Your Benefits” to all state employees during the week of April 23. The publication includes the new monthly rates and plan benefits and details changes to insurance plans and flexible spending accounts.

Premium Reward Discounts

Health assessments and biometric screenings must be completed by May 31, 2014 in order to earn the premium rewards for July 1, 2014 – June 30, 2015 for COVA Care and COVA HealthAware participants.  If you currently earn a premium reward, you do not have to do anything to continue this reward.  Not sure if you are getting a premium reward?  There’s two ways to find out.

  • Check your status by logging into your EmployeeDirect account. Section 3 of your Health Benefits Enrollment and Information Profile lists “Health Care Coverage Election.”  The last line reads “Rewards.” If only the employee has received the reward, it will read “You Only.”  For spouse, it will read “Spouse Only” and for both, “You and Spouse.”
  • Contact ActiveHealth at 1-866-938-0349 and ask if you've completed your health assessment and biometric screening.


While the Department of Human Resources at Virginia Tech will continue to accept paper submissions from employees who want to sign-up, or make changes to your health insurance and flexible spending accounts, we are strongly encouraging employees to take advantage of the online system instead. By using the online system, EmployeeDirect, you can help cut down on the paper, reduce the possibility of errors, save staff time, and have the information at your fingertips, just by signing into your account.

To encourage employees to use EmployeeDirect, the Department of Human Resources will give away five $100 VISA gift cards. Winners will be chosen from a random drawing of the names of the employees who use the EmployeeDirect system.

Employees without regular access to a computer are still eligible. We’ve set up onsite training in a computer lab at the North End Center where human resources professionals will assist employees step-by-step. The training schedule and login instructions are available online.

Important Dates

  • April 23 – “Spotlight on Your Benefits” was mailed to home addresses of all state employees.
  • May 1 – Open enrollment began.
  • May 23 – 11:59 p.m. is the deadline to make open enrollment online changes.
  • June 30 – Last day to use flexible spending account money.
  • July 1 – New flexible spending account year begins if you made an election to participate.
  • July 1 – Health Reimbursement Arrangement (HRA) contributions made to HRA accounts.
  • July 1 – Health benefits rates and plan changes are effective.
  • July 16 – First payroll after rate and reward changes. Employees should review their payroll deductions to verify they are correct.
